This law (Federal Law No. 190-FZ of July 18, 2009) provides the framework for the establishment and activities of all types of credit consumer cooperatives in Russia, excluding agricultural cooperatives.

The law includes the following sections:

1. General provisions;
2. Establishment, re-organization and liquidation of a credit cooperative;
3. Credit cooperative's membership;
4. Credit cooperative's management;
5. Credit cooperative's property;
6. Specifics of functioning of credit cooperatives whose members are natural persons;
